Chief Executive Officer

Ted Luse

Theodore B. Luse II, CEO is a founding member and currently serves as Chief Executive Officer of Randolph Square IP.  Mr. Luse has over 30 years of capital markets experience managing sales, trading and investment banking.  Prior to founding Randolph Square IP, Mr. Luse was Vice Chairman/President of Cortview Capital Markets and Head of Debt Capital Markets for BB&T Capital Markets.

Mr. Luse holds a Bachelor of Science degree in Business Administration from the University of Richmond.  He holds FINRA series 24, 7, 78 and 63 licenses.

President and COO

Tom O’Hallaron, CFA

Tom O’Hallaron, President and COO, has held senior positions with debt capital market groups at Countrywide Capital Markets, Incapital and Advisors Asset Management running syndicate, trading, strategic initiatives and data analytics over the last 27 years. Most notably, he was part of the eight-person senior management team that built Countrywide Financial Corporation’s commercial real estate finance business that was launched in 2004 and grew into one of the largest lending platforms in the United States focused on middle markets, closing over 1,250 commercial real estate loans totaling over $11.5 billion. Tom’s other endeavors included starting a specialty green coffee importer and wholesaler, InterContinental Coffee Trading, which grew to $15 million in gross revenue over two years before he sold it to Netherlands based Daarnhouwer & Co B.V.

Tom holds a Bachelor of Science in Business and a minor in Economics from Virginia Commonwealth University and is a Chartered Financial Analyst (CFA). Completed graduate course work in applied mathematics, quantitative economics, and accounting from VCU, DePaul University and University of Richmond. He holds FINRA series 24, 7 and 63 licenses and previously IIROC (Canada) NE and PDO licenses.

Fractional General Counsel and Chief Intellectual Property Counsel

William R. Poynter

William R. Poynter, Fractional General Counsel and Chief Intellectual Property Counsel for Randolph Square IP and RSIP Management.

Mr. Poynter has over 20 years of experience and is currently a principal at Kaleo Legal with an active intellectual property and complex civil litigation practice, mostly in the federal courts of the Eastern District of Virginia. As a full-time litigator for much of his career, Billy has handled IP cases involving a variety of technologies, including software, business methods, telecommunications technology, mechanical devices, chemical compositions, and electrical technology. He has litigated cases around the country, including in popular patent litigation jurisdictions such as the Central and Northern Districts of California, the Eastern and Western Districts of Texas, and the District of Delaware. Billy has particular experience litigating patent, intellectual property, and other cases in the Eastern District of Virginia, also known as the “Rocket Docket,” as both lead and local counsel. Billy is a permanent member of the Fourth Circuit Judicial Conference.

Past work experiences include Hunton & Williams; Law Clerk to the Honorable Alvin A. Schall, US Court of Appeals for the Federal Circuit; Williams Mullen (Chair, IP Litigation, Vice-Chair, IP Section).

He earned his undergraduate degrees from Washington & Lee University in 1998, a Bachelor of Science in Chemistry and a Bachelor of Arts in Medieval and Renaissance Studies, Magna Cum Laude, Phi Beta Kappa. He earned his Juris Doctor from the University of Virginia School of Law in 2002.



EVP of Finance and Asset Management

Eric Massell

Eric Massell, EVP of Finance and Asset Management, has over 15 years of finance, accounting, and consulting experience. Eric is responsible for all financial and audit functions as well as structuring, modeling, due diligence, and monitoring/management of litigation assets. He previously held positions in litigation consulting firms, public companies, and public accounting. His experience includes a decade of serving as a financial advisor to both plaintiffs and defendants in various litigations.

Eric holds a Bachelor’s in Business Administration with a concentration in Accounting from James Madison University. Eric is a Certified Public Accountant, licensed by the state of Virginia.

Portfolio Manager

Shep Ware, CAIA

A. Shepard Ware, Portfolio Manager, has held various roles related to patents and intellectual property over the past decade. Prior to joining Randolph Square, Shep served as a director with TemperPack, a start-up that invented, patented, and commercialized a sustainable alternative to Styrofoam. His earlier experience includes roles with DuPont and its outside legal counsel for intellectual property litigation.

Shep holds a M.E. Systems and Information Engineering and B.A. Economics with Distinction from the University of Virginia. He is also a Chartered Alternative Investment Analyst.

Bill Cogar

Bill Cogar, Managing Director, has over 40 years of capital markets experience, predominately in the taxable fixed income sales arena. Prior to founding Randolph Square IP, Mr. Cogar was a Senior VP at BB&T Capital Markets and had previously worked at Bear Stearns and Wells Fargo and its predecessor firms.

Mr. Cogar holds a BA from Washington & Lee University.

Managing Director

David Holmes

David Holmes, Managing Director, has over 25 years of investment banking experience providing capital raising and M&A transaction advice to private equity groups and publicly traded and privately held companies.  Mr. Holmes has worked with companies across a range of industries, including general industrials, business services, specialty distribution, manufacturing, building products, and transportation and logistics.  In addition, Mr. Holmes founded and built a multi-channel retailer with full e-commerce transactional capabilities.  The business was sold to a public company.

Mr. Holmes is a graduate of the University of Virginia (B.S., Finance) and Dartmouth College (M.B.A., Tuck School).

Dr. Subrata Das

Subrata Das, PhD, Chief AI and Data Scientist Advisor, has a wealth of experience as principal and chief data scientist, lab manager, and technology consultant at organizations AdventHealth, Cimpress/Vistaprint, Alphaserve Technologies, MIT Lincoln Labs, Charles River Analytics, and Xerox European Research Center.

Subrata has over a decade of experience researching and developing applications with NLP technologies.

Subrata has a PhD in AI and Databases from Heriot-Watt University in Edinburgh, UK and a postdoc in AI from Imperial College, London.
